Does the institutional structure of the EU meet the criteria of democratic legitimacy?

A challenge to the European integration is the democratic issue, especially because the democracy is one of the values that guide the European Union. With the aim of developing the democratic pillar and its legitimacy, there has been created many institutions and participation channels for citizens. The main democratic institution is the European Parliament, but there would be also an important role for the interest groups and the civil society. Despite the existence of these democratic institutions, the effective democratic legitimacy is still a goal for the European Union.
